Montgomery County Partners with TPMA to Develop Countywide Strategic Plan

MONTGOMERY, AL – October 2, 2026 – Montgomery County has partnered with TPMA to develop a comprehensive countywide strategic plan that will establish a shared vision, identify strategic priorities, and provide a practical framework to guide County decision-making and investment over the next five years.

The nine-month planning process will build on existing County plans, data, and community knowledge. TPMA will conduct an environmental scan, engage County leadership and departments, gather input from residents and community stakeholders, and translate those findings into clear goals, actions, performance measures, and implementation priorities.

“I am proud to help lead our effort to develop a comprehensive Strategic Plan for the future of our county. Montgomery County must be prepared—not just for today, but for the next generation. My priority is growth. I want to see Montgomery County flourish, not fall behind.” said Vice Chair, Commissioner Carmen Moore-Zeigler. “This Strategic Plan will help us identify what we need to do differently, what we can improve, and how we can better serve our residents. Our responsibility as commissioners is to ensure that when we leave office, Montgomery County is stronger, more vibrant, and better positioned for success than when we began.”

The strategic planning process will examine demographic, economic, workforce, infrastructure, service-delivery, and regional trends affecting Montgomery County. The work will also consider the County’s organizational priorities, intergovernmental relationships, opportunities for collaboration, and the resources and partnerships needed to advance implementation.

“Montgomery County is approaching this work with a strong commitment to both analysis and engagement,” said Brett Wiler, Vice President of Economic Development and Strategic Planning at TPMA. “Our role is to bring those pieces together and help the County develop a strategy that is ambitious, practical, and built for implementation.”

Community and stakeholder input will be central to the process. TPMA and Montgomery County will use a combination of stakeholder interviews, virtual focus groups, a countywide survey, leadership and department sessions, and a public forum to understand priorities, validate findings, and identify opportunities for the County’s future.

“We want the strategy to be grounded in both the data and the experience of the people who know Montgomery County best,” said Zachary Rice, Principal Consultant and Project Lead at TPMA. “By bringing those perspectives together before we begin setting priorities, we can build a plan that reflects real conditions and gives the County a clear path from strategy to action.”

Countywide Community Survey Coming Soon:

As part of the planning process, Montgomery County and TPMA will launch a Countywide Community Survey inviting residents and other community stakeholders to share their perspectives on the County’s strengths, challenges, priorities, and future opportunities. Survey findings will be considered alongside the environmental scan, stakeholder interviews, focus groups, and other engagement activities to help inform the strategic plan.

Information about the survey, including how to participate, will be announced by Montgomery County as the project progresses.

The strategic plan is scheduled for completion by May 31, 2027. The final plan will include strategic priorities, goals, action steps, implementation roles, sequencing, and performance measures designed to support accountability and long-term implementation.
